*********************·LDC Initiative for Effective Adaptation and Resilience (LIFE-AR) is an initiative led by the Least Developed Countries to deliver their 2050 Vision for a climate resilient future.
It was launched during COP25 in Madrid-Spain. Ethiopia is one of 6 LIFE-AR front-runner countries aiming to support a shift away from business-as-usual approaches to deliver a more effective and ambitious climate response.
Ethiopia has set up its institutional arrangements for LIFE-AR with a National steering committee & national task force established at the federal level. The national task force includes representatives from several government Ministries or departments, the academia and LUCCC, and a regional representative.
The existing CRGE Forum, which is across-government whole-of-society national platform, provides technical & political over-sight for LIFE-AR. Ethiopia is designing its delivery mechanism to channel 70% of climate funds to the local level using its existing devolved governance structure where woredas already have responsibility for a local development planning while introducing new features aligned withLIFE-AR’s principles Strengthened community participation & social inclusion Bottom-up decision-making through kebele community representative committees Long-term, cross-sectoral climate-smart development plans.
Design of the delivery mechanism and LIFE-AR MEL plan led by national task force Technical Working Groups. Kembebit Woreda (Oromia Region) was chosen as the pilot woreda for the initial testing of the delivery mechanism.Kembebit Woreda has developed its long-term 10-year climate smart woreda development plan.
Woreda steering and technical committees and kebele community representative committees have been established to support communities to identify their priority investments for building climate resilience.
Ethiopia and Uganda among the 6 front-runer countries have shared there model prctices of the LIFE-AR initial investments have shared in a side event. Ethiopia has piloted the initative in 3 kebeles of Kembebit woreda, before expanding it to more kebeles and woredas for its phase two investment.
